VISION

Through a Planned Universal Development Pattern towards a New Era of Bali

“Maintaining the sanctity and harmony of Bali’s nature and its contents to create a prosperous and happy life of the Balinese both the Sakala-Niskala (the world-after world / the seen-unseen) towards a life that is in accordance with Bung Karno’s Trisakti  Principles for the nature and the people of Bali, namely Politically Sovereign, Economically Independent, and having Personality in Culture through Patterned, Comprehensive, Targeted, and Integrated Development within the frame of the Unitary State of the Republic of Indonesia based on the values of Pancasila which was first articulated on June 1, 1945.”

MISSION

  1. Ensuring the food, clothing, and shelter needs are met in adequate quantity and quality for the life of the people of Bali.
  2. Promoting self sufficiency in food, increasing added value and competitiveness in agriculture, and improving farmers’ welfare.
  3. Developing affordable, equitable, fair, and quality public health services supported by the development of a sub district-based system and database of the Balinese people medical history.
  4. Ensuring the availability of affordable, equitable, fair, and quality education services and implementing the 12-year compulsory education program.
  5. Developing Hindu based education system in the primary and secondary school in the form of Pasraman in Pakraman/Customary Village.
  6. Developing a highly competitive human resources, namely having quality and integrity: excellent, professional, and having high moral standards as well as having a strong identity which are developed based on the values of the Balinese people local wisdom.
  7. Developing a comprehensive and integrated social security system for the life of the Balinese people since the period of their birth, growth and development, and death.
  8. Building a competent, productive, qualified and highly competitive workforce and expanding access to job opportunities both at home and abroad.
  9. Developing a comprehensive, accessible, quality, and integrated workforce protection and social security system for the Balinese people who work at home and abroad.
  10.    Enhancing the Balinese culture through the enhancement of protection, guidance, development, and utilization of the traditional values, religion, arts, and culture of the Balinese people.
  11. Developing the Balinese way of life both the sekala and niskala (the world-after world / the seen-unseen) based on the philosophical values of Sad Kertih, namely Atma Kertih, Danu Kertih, Wana Kertih, Segara Kertih, Jana Kertih, and Jagat Kertih.
  12. Strengthening the position, duty, and function of Pakraman/Customary Village in organizing the life of the Balinese people which include the Parahyangan, Pawongan, and Palemahan.
  13. Developing new cultural-based and community-based tourism destinations and products which are integrated between districts/cities in Bali.
  14. Improving the promotion of Bali tourism in Indonesia and abroad synergically between districts/cities in Bali by developing new innovation and creativity.
  15. Improving the quality standard of tourism services comprehensively.
  16. Building and developing new economic centers in accordance with the potency of the districts/cities in Bali by empowering local resources to support the economic growth in broad sense.
  17. Building and developing a cultural-based small and medium industries (Bali’s branding) to strengthen the economy of the Balinese people.
  18. Improving the infrastructure development (on land, sea, and air) in an integrated manner and the connectivity between regions to support the economic development as well as the access and the quality of public services in Bali.
  19. Developing an integrated security system supported by human resources and adequate infrastructure to maintain the regional security and the safety of the Balinese people and the tourists.
  20. Establishing a democratic and just way of life to the Balinese people by strengthening the legal culture, political culture, and gender equality by considering the Balinese cultural values.
  21. Developing the Balinese way of life and creating a beautiful, clean, and green area and environment.
  22. Developing an effective, efficient, open, transparent, accountable, and clean local governance system as well as improving fast, certain, and low-cost integrated public services.

PRIORITY AREAS

Area 1 : FOOD, CLOTHING, AND SHELTER

  • FOOD: The direction of the policies and development programs which is related to food, from the upstream to downstream, is having the orientation towards the effort to serve the needs of the Balinese people, the tourists, and export activities in an adequate quantity and quality.
  • CLOTHING: The direction of the policies and development programs which is related to clothing, from the upstream to downstream, is having the orientation towards the effort to serve the needs of the Balinese people, the tourists, and export activities in an adequate quantity and quality.
  • SHELTER: The direction of the policies and development programs which is related to shelter, is having the orientation towards the effort to serve the needs of the Balinese people and the tourists in an adequate quantity and quality.

Area 2 : HEALTH AND EDUCATION

  • HEALTH: The direction of the policies and development programs which is related to health, is having the orientation towards the effort to serve the needs of the Balinese people in an adequate quantity and quality.
  • EDUCATION: The direction of the policies and development programs which is related to education, is having the orientation towards the effort to serve the needs of the Balinese people in an adequate quantity and quality.

Area 3 : SOCIAL SECURITY AND EMPLOYMENT

  • SOCIAL SECURITY: The direction of the policies and development programs which is related to social security, is having the orientation towards the effort to serve the needs of the Balinese people.
  • EMPLOYMENT: The direction of the policies and development programs which is related to employment, is having the orientation towards the effort to serve the needs of the Balinese people.
  • Bali needs to focus on preparing specific employment (human resources), namely modern agriculture, tourism, cultural-based creative industry, architecture and design, traditional medicine, and SPA.

Area 4 : CUSTOM, RELIGION, TRADITION, ART AND CULTURE

  • CUSTOM: The direction of the policies and development programs which is related to social custom, is having the orientation towards partiality (affirmation) in promoting the Balinese customs which comprises protection, guidance, development, and utilization of the Balinese customs. 
  • RELIGION: The direction of the policies and development programs which is related to religion is the flagship program integrated with regencies/cities and strengthens inter-religious harmony throughout Bali.
  • CULTURE: The direction of the policies and development programs which is related to culture, from the upstream to downstream, is having the orientation towards partiality (affirmation) in promoting the Balinese culture which comprises protection, guidance, development, and utilization of tradition, art, and culture of the Balinese.

Area 5 : TOURISM

TOURISM : The direction of the tourism policies and development is having the orientation towards quality which comprises various aspects, namely the development of tourist destinations, products and industries, promotion and marketing, facilities, services, as well as the increase of foreign tourist numbers coming to Bali. In terms of quality tourism, the targeted tourists are those who stay longer, who spend their money more for shopping, who care about the environment and culture, who empower local resources (local workforces, commodities, products, and investments).
